By reflecting real community knowledge, values, and engagement patterns, it helps visualize how support for a plan can grow, shift, or divide. FN‑LUVM supports transparent, informed, and collaborative decision‑making for any community planning its future.

FN‑LUVM is an agent‑based voting model designed to support evidence‑informed land‑use planning. It simulates how community members—each with distinct knowledge, values, and priorities—form opinions and vote on proposed land‑use policies. By testing “what‑if” scenarios, the model helps identify the drivers of support or opposition, highlight knowledge gaps, and evaluate the impact of engagement strategies. FN‑LUVM provides decision‑makers with a transparent, adaptable tool for strengthening policy design and building consensus.
